New previously served as director of the Etowah County chapter of the American Red Cross.

While the roles are different, she said, both jobs are about serving others.

A new “lunch and learn” program, “Knowledge Bites,” provides information for business people at monthly luncheons about various topics.

Attorney Jason Knowles will talk at Friday’s meeting about Alabama’s immigration law and its effects on small business.

New said many business owners, especially those with small businesses, are not aware just how much of an impact the law can have on them.

She said members can attend the luncheon and brown bag for free or order lunch through the chamber for $10. The fee for non-Chamber members is $35 and $10 for lunch. Everyone must register in advance because of limited seating.

New said the Chamber’s website, gadsdenchamber.com, lists all chamber events including the monthly agenda of the Lunch and Learn programs.

Programs are booked through April, and The Chamber is looking for other members to speak about topics in their line of expertise.

The Ambassador Club also has kicked off and includes representatives from the membership. New said those members will represent The Chamber at events and work to build the organization’s membership.

Quarterly breakfast meetings called Pastries and Politics will involve members of Etowah County’s legislative delegation, who will be able to address members’ needs and questions.

“We’re asking the legislators to simply listen,” New said.

She said The Chamber also plans next January to revamp Leadership Etowah in partnership with Huntingdon College, JSU-Gadsden, the University of Alabama-Gadsden, United Way and Gadsden State Community College. Dr. Renee Culverhouse of Huntingdon College will be chairwoman of the committee.

Graduates from the previous Leadership Etowah will have an opportunity to sign up to serve on an advisory committee.

“We want to make sure we’re not missing our best programs from the past, and make sure we’re promoting the programs with the biggest impact,” New said.

A retiree focus group is being established to determine the factors in a person’s decision to retire to the area. “We want to identify our strengths and weaknesses,” New said.

New said The Chamber offers Chamber Cares, a health care program that helps members purchase more affordable health care coverage.

The Chamber also is involved in a partnership with United Way on a project for the Community and Regional Resilience Institute.

Etowah County was chosen as one of seven communities in the nation that will help other communities with similar demographics determine strengths and weaknesses in times of disaster — national, economic or otherwise.

“We’ll help serve as a guide to other cities of similar makeup,” New said.

She said quarterly membership forms also have been revised to better serve the members, and several software changes are helping bring The Chamber into the 21st century.

Members will have access to make changes on the website, she said, which will give them flexibility in how they want their information to look.

New is working with Christie Knowles, this year’s Chamber chairman, and Jim Freind to develop the organization’s short- and long-term strategic plans.

“We want to do everything we can to help the businesses in our community,” she said.

Prom fashion show

Baldwin High School's senior class will sponsor a prom fashion show on Feb. 19 from 11 a.m. to 2 p.m. in the school cafeteria. Doors open at 10 a.m.

The event will feature the fashion show, brunch, a cake raffle, musical performances, more than 20 local vendors and a silent auction with tickets for a Captains Cruise on Gateway Clipper, overnight stay and breakfast at the Westin William Penn and a Keurig coffeemaker.

The Leadership Academy is a nine-month program designed to help individuals enhance their desire to learn more about their community. Environmental activists are staging a 24-hour campaign to send 500,000 messages to senators urging them to oppose legislation approving the Keystone XL pipeline that could come up for a vote in the Senate this week.

A coalition of groups including 350.org launched the campaign the same day a group of Republican senators filed a Keystone XL amendment they want to attach to the upper chamber’s bill for reauthorizing surface-transportation programs. That amendment counts Sens. John Hoeven, R-N.D., Richard Lugar, R-Ind., and Senate Minority Leader Mitch McConnell, R-Ky., among its supporters.

“The next 24 hours are going to be a crucial time to show that the American people are sick and tired of this Senate circus and want Congress to stand with President Obama and kill the pipeline zombie once and for all,” the 350.org website says. The campaign runs from noon today until noon tomorrow.

Republicans in both chambers have been pushing legislation that would approve the pipeline as they seek to circumvent the Obama administration’s denial of a permit for the project on Jan. 18. Republicans call the decision a politically motivated tactic to punt again until after the elections, but the administration and President Obama himself have said the decision stemmed from the GOP’s successful effort to impose a decision deadline that didn’t provide enough time to do a crucial environmental review of a new route around environmentally sensitive areas of Nebraska.

As Democrats hold 53 seats in the Senate, the amendment faces difficult odds. The amendment, which mirrors a bill fronted by Hoeven, would approve the pipeline from Canada’s tar sands to Gulf Coast refineries using Congress’ authority to regulate foreign commerce under the commerce clause of the Constitution. It would also give Nebraska the opportunity to pick and finalize a new route in its borders.

But Hoeven’s bill has just one Democratic cosponsor — Sen. Joe Manchin, D-W.Va. And it’s unclear whether the amendment will even come up for a vote, much less be adopted, as Democrats including Senate Majority Leader Harry Reid, D-Nev., have repeatedly expressed opposition to Keystone XL legislation.

“We will work to get a vote on it, but we don’t control the timing,” Neil Brown, an adviser to Lugar, said in an email.

Environmentalists strongly oppose the pipeline, saying it wouldn’t bring the jobs and energy security that supporters have claimed it would all while posing a pollution threat.

They also claim it would carry an especially dirty type of oil that requires more energy to extract than conventional oil does, putting more greenhouse gases into the atmosphere.

Among the messages the campaign plans to deliver to the senators is a letter from 15 climate scientists who make that very argument.

“Adding this on top of conventional fossil fuels will leave our children and grandchildren a climate system with consequences that are out of their control,” wrote the scientists, among them James Hansen, who heads the NASA Goddard Institute for Space Studies in New York.

Supporters of the pipeline, who have long claimed it would create jobs and boost energy security, say that Canada will probably develop its tar sands no matter what and that it’s better to have the oil come to the U.S., where refineries are subject to stricter environmental standards.

SARATOGA SPRINGS – A new era of the Saratoga Chamber Music Festival began on Tuesday night in the Spa Little Theatre under the leadership of artistic director Andre-Michel Schub.  The pianist performed with Ani Kavafian, violin/viola, and David Shifrin, clarinet, together billed as the Kavafian-Schub-Shifrin Trio.

It was a tad more modern and American of a program than has previously been the norm for the festival.  After some Mozart, there was a series of vernacular inspired pieces by Bartok, Stravinsky and Bolcom.  What came as a surprise, given that line up as well as the disparate character of the three instruments, was how much everything started to sound alike midway through the night.

As usual, it was Mozart who handled the instrumentation with the greatest ease.  His Trio in E-flat, K. 498 “Kegelstatt” really came to life in the second movement as a kind of tumbling figure was traded around between players.

Bartok’s “Contrasts” certainly earned its name in this fascinating performance.  Though Kavafian and Shifrin often played in unison, the character they projected was startlingly different.  The violin was somber to menacing, while the clarinet was carefree and floating.  Toward the end, the clarinet seemed to dance and shout while the violin almost stomped.

A suite from Stravinsky’s “L’Histoire du Soldat” came after intermission.  While its incessant marches and fanfares are irresistible, the trio’s pallet of colors had become overly familiar at that point.

Some ragtime arrangements by William Bolcom were a surprisingly tame — dull even — conclusion to the evening.

The biggest curiosity of the night was Schub at the piano.  The same polite and mild manner in which he addressed the audience carried over into his musicianship.  He was accurate and unassuming, nearly unfailingly legato and therefore rather characterless.  Even in the Scott Joplin rags, he gave off only the slightest wisps of spirit and enthusiasm.

It’s not clear whether Schub’s position is for one season or will be on-going, nor what role he played in putting together this year’s slate of concerts.  There are five more programs between now and August 14 and some notable guest artists.

But the auditorium was about half empty on Tuesday.  If the festival is to continue as viable, significant efforts will be needed to infuse it with life.

As the Royal Welsh College opens its Spring season, what better way to ward off the gloom of the new year than with the panache, magic and sparkle of Venezia?

The College launches its first themed season, bringing together music and drama– sprinkling a touch of Venetian magic on Cardiff and celebrating the great Venetian artists, Vivaldi, Gabrieli and Monteverdi, and exploring artists inspired by Venice, Shakespeare, Schumann and Britten, among others

Highlights include our very own Richard Burton Company’s production of The Merchant of Venice, and Red Priest will deliver their internationally acclaimed theatrical homage to Vivaldi and the baroque, Nightmare in Venice.

Roderick Williams, the distinguished baritone, will present a beautiful programme of songs all linked by the city of Venice, each one a mini-opera in its own right, and our Symphonic Brass premiere Rob Spearing’s new work,Commedia dell’arte, commemorating 400 years since the death of Giovanni Gabrieli. There is also a chance to take a very special musical journey, featuring chamber music from cities along the famous train route of the Orient Express.

RWCMD design students will be showcasing a riot of colour, music and masks in their Commedia dell’arte themed Fashion Show, and there will be free recitals in the foyer.

“We wish to take our audiences with us on a journey to explore new areas of music and drama. For centuries the city of Venice has beguiled us with its baroque mystery and its beautiful decay. It’s associations with magic and fantasy lead many to say that Venice is as much as state of mind as a real place, “ says Head of Creative Programming, Andrew Miller.

A Canadian senator has said imprisoned murderers should have the "right to a rope in their cell".

Pierre-Hugues Boisvenu, a Conservative senator, later backtracked from the statement, which came a month after two Canadians charged but not convicted of murder were found dead in jail.

Canada abolished the use of capital punishment in 1976.

Mr Boisvenu founded a victims' rights group after his 27-year-old daughter was raped and murdered in 2002.

‘Heat of the moment’

Mr Boisvenu made his comments to reporters ahead of a meeting of the Conservative caucus.

"Each assassin should have the right to a rope in his cell to make a decision about his or her life," he said. He serves on the committee currently reviewing Canada's omnibus crime bill.

Mr Boisvenu said he does not expect Canada to reopen the debate on the death penalty, but said "in horrible cases such as [serial killer Clifford] Olson, can we have a reflection on that issue?"

The senator, who was appointed to the chamber in 2010 by Prime Minister Stephen Harper, also argued that the costs of incarcerating murderers could be used elsewhere in the government.

Mr Harper's office confirmed that it will not reopen the death penalty debate, but made no other comment.

According to the Globe and Mail newspaper, Mr Boisvenu later told Canadian French-language broadcaster LCN that he regretted his statement.

His remark came weeks after Paul Laplante, a former Quebec mayor charged in the death of his wife, was found dead in his cell on 9 January.

Kathrine Dufresne, on trial for the death of her adopted daughter, committed suicide later in the same week.

‘Tragic loss’

Mr Boisvenu's statements were roundly criticised by fellow Canadian politicians.

Bob Rae, an MP for Toronto and interim Liberal Party leader, told CBC the comments "were obviously completely unacceptable".

"He's also suggesting that the prison system break the Criminal Code, which is equally ludicrous," Mr Rae said.

Fellow Conservative Senator Bob Runciman told the National Post said he did not agree with Mr Boisvenu's statement but said his comments were made in the "heat of the moment".

"You have to understand the experiences of Senator Boisvenu and his family," he said. "You have to understand where he's coming from: the loss, the tragic loss of his daughter."

A new poll from the U.S. Chamber of Commerce reveals an increasingly frustrated small business community worried about the impact President Obama’s health care law may have on their bottom line.

Nearly three-quarters, or 74 percent, say the new law is causing an impediment to job creation.

Brad Close, vice president of Public Policy for the National Federation of Independent Business, said: “What they know so far scares them; worries them very much.”

Close said the businesses he represents are in favor of health care reform, but his clients ultimately could not support what President Obama has crafted.

“They look at this bill as more of a tax bill wrapped up and packaged as a health care reform bill,” Close says, adding, “It really puts most of the cost and burden on small business owners.”

Administration officials, including Health and Human Services Secretary Kathleen Sebelius, say small businesses will actually benefit from the new law.

“We have millions of small business owners that are taking advantage of the current tax credit, and I can tell you looking forward to a new market where they will have the same affordable coverage as their large competitors have,” Sebelius said Thursday.

Close said those businesses are far from convinced. “I think if there had been great benefits when it was written you would have seen a groundswell of support from small businesses to pass this law, but, in fact, you saw the exact opposite.”

Speaking at the Families USA Health Action Conference, Sebelius said there is a wealth of misinformation being spread about the law and predicted that the “attacks” will continue.

“In fact, I believe over the next few months we’ll see the biggest barrage of attacks and misinformation about the law that we’ve ever seen.” Sebelius also mentioned the upcoming legal fight set for March 26 to 28 at the Supreme Court, saying the law will be upheld and that businesses will then be able to move forward with that certainty.

NFIB is one of the plaintiffs challenging the law, and Close is feeling equally confident about victory.

Next up in the case, a brief from the administration on the issue of severability. The brief, due Jan. 27, will argue that even if the individual mandate is struck down the rest of the health care law can survive on its own.

Annual meeting business includes appointments

Two new Ford police pursuit cars will replace two squad cars which are nearing the end of their useful lives. Wyoming City Council approved the purchase at the council meeting Tuesday, Jan. 3.

Police Chief Paul Hoppe made the recommendation and request based on the hard use these vehicles get on patrols. Squad 205 has 107,000 miles and Squad 203 has 92,000 miles.  Currently each of these squad cars has two officers assigned to it and they run 12 hours a day, seven days a week. Each is used 3,500 miles a month.

Hoppe tracks maintenance costs for the cars and says these increase substantially every 20,000 miles. First year costs are about $800, second year between $1,500-$2000; and third year between $2,500 and $3,500. By the fourth year, mileage is about 80,000 and annual maintenance costs between $4,500 and $5,000; by the fifth year maintenance increases to about $5,500.

In an effort to control maintenance costs, the department has moved toward a warranty program with newer vehicles that covers a majority of repairs up to 100,000 miles.  After that the vehicles become too costly to maintain, Hoppe said.

Because of limited production to retool the factory for redesigned cars, Hoppe anticipates longer than usual delivery time. Replacement of Squad 205 is urgent. Squad 203 will be rotated out of service when it reaches 100,000 miles, likely in about two or three months.  Normal delivery on a new vehicle is eight to 12 weeks.

Cost of each vehicle is $25,000 with a three-year/100,000 mile warranty as a cost $2610.  Equipping the car adds $2,500 and with  graphics another $600, for a total per-vehicle cost of $30,800. The police department budgeted $61,600 in 2012 to replace the current squad cars

The cars are 2012 Ford Police Pursuit Vehicles with black/white markings. The existing squads would be sold at auctions with proceeds to be deposited into the city general fund.

US-61 Update

Council last week also authorized staff to send a letter accepting cooperative agreement funding for Highway 61 improvements to Greg Kern, cooperative agreement engineer for MnDOT.

In it the city accepts funding to help with improvements to US-61.  Right-of-way acquisition, utility relocation, and engineering costs are to be paid for by the city.  The city’s state aid funds will help pay for these costs.

The project must be bid by June 2013, but the city can move the project up and let bids by June 2012. Council approval was unanimous.

Appointments for 2012

The city’s annual meeting, organizing officers and liaison assignments were agenda topics for the council last week. A requirement of state law is the designation of official depositories — the institutions where the city does its banking.

For 2012 these are the First State Bank of Wyoming, Central Bank of Forest Lake, Morgan Stanley/Smith Barney Inc. and Citigroup; and RBC Wealth Management/Dain Rauscher. The vote was 5-0 to approve these institutions.

Other business included council liaison appointments to commissions. The council chose Council member Roger Elmore as acting mayor.  Elmore’s other appointments are to the Wyoming Area Business Association, planning commission and park board.

Mayor Eric Peterson has liaison appointments to the Wyoming EDA, Fire Relief Associations, Forest Lake Area Chamber of Commerce and alternate to the Chisago Lakes Joint Sewer Commission.

Council member Linda Yeager continues as library society liaison. She is also liaison to public works/park departments, EDA, Rush Line representative, and Chamber of Commerce government affairs committee.

Council member Joe Zerwas will continue his service as a member of the CLJSC and as public safety liaison.

Council member Steve Zerwas will serve as a CLJSC commission member.

Other Fire Relief Association members are Fire Chief Dennis Berry and City Administrator Craig Mattson. Police Chief Paul Hoppe serves as the emergency services officer. All appointments were approved unanimously.

Appointments to the Wyoming Planning Commission for 2012 are Ken Meyers, with Mark Lobermeier serving as an alternate. Lobermeier is also the city representative to the Comfort Lake Watershed District. The appointments were by a vote of 5-0.

The complete list of planning commission appointments for 2012 includes Judy Coughlin, Meyers, Frank Storm, Michael Thomas and Sean Wagner.

Dan Kitzinger was appointed to the EDA, to fill an unexpired term of Shelly Elmore.

Park board members for 2012 are Jeff Allen, Chair Bob Beynon, Tammy Liljedahl, Tim Patterson and Rita Pietruszewski.

The Wyoming Volunteer Fire Department officers are Berry, chief; Daniel Dahlager, deputy chief; and John Hastings, asst. chief.  Captains in the department are Matthew Haslach, J.J. Hastings, Joseph Kuskey and Phil Niemczyk. Michael Jensen is engineer. Cheryl Jensen is the training officer.

Firefighters are Jay Achenbach, Scotty Blascyk, Karen Brown, Mark Darwin, Jeremy Hastings, Matt Joesting, Traci Johnson, Jeff Mueller, Dillon Orth, Michael Ostlund, Matthew Schiefelbein, Jason Van Tassel and Scotty Van Wagner.

Probationary members are William Hutchins, Jesse Milligan, Kathleen Nyquist, and Alexander Palmquist. Five volunteers are on leave. These are David Flatten, Eric Lamwers, Jason May, Clayton Olson and Joseph Ventimiglia.

The city fee schedule for 2012 was approved unanimously. There have been no major changes from 2011.

Fees which have impact on the greatest number of residents are those related to utilities. The others are for businesses, multiple-housing units, construction, excavation, remodeling, and water and sewer connect charges for businesses and residences.

The quarterly water rate for residents is $32.96 for from 0-15,000 gallons (minimum fee); with an additional $2.12 for each 1000 gallons above 15,000.

Sewer fees are also quarterly rates. The minimum charge is $70 for from 0-15,000 gallons. For every 1000 gallons above 15,000 the fee is $3.53.

The penalty for violation of the odd-even lawn watering ordinance is a warning for the first violation. Fines for the second, third, and fourth violations are $50, $100, and $200, respectively. The fifth violation results in water disconnect. The cost of a sign to indicate alternative water source for lawn sprinkling (existing well) is $15.

Annual dog license fee is $15, with a replacement charge for a lost tag of $1.

CLFLWD Update

Comfort Lake/Forest Lake Watershed District has a service agreement with the Washington Conservation District the includes monitoring water quality on Heims Lake, the Forest Lake outlet, Sunrise River at the county line, and the inlets to Comfort Lake and Little Comfort Lake.

The CLFLWD has received grant funding from the MPCA to retrofit several existing storm water discharge points.

CLFLWD plans to apply for 2012 Municipal/Urban Stormwater Remediation grants to for projects in the district. The grants, up to $50,000 per project require 50 percent matching funds. Two 2012 Clean Water Fund Grants were awarded to CLFLWD, relating to Comfort Lake and its watershed.  One, in the amount of $178,000 is to minimize runoff/pollutants from commercial areas upstream of the lake. The second is to help with restoration of drained wetlands.

Other Business

In other business, the council:

•Unanimously approved the hiring of John Peka as part-time rink attendant. Funding for the position, in the amount of $7,500 is in the public works budget.

•Authorized payment of bills, payroll and journal entries for Dec. 21, 2011 through January 3, 2012.
